Charge Regular Users to Broadcast

What I am looking for is something similar to the Uber concept where clients are the ‘drivers’ and ‘passengers’. I want the clients on my website to be both the ‘broadcasters’ and ‘viewers’. There is already a way to sell videos and live streams to viewers. Can you set up a feature that allows me to sell broadcasting rights? Thanks for considering.
